The Former Deputy Executive Director of the National Service Authority, Gifty Oware-Mensah, has been dragged to Court by the Republic of Ghana for deliberately causing financial loss to the state.
Before the 2024 General Elections, the National Democratic Congress Flagbearer, John Dramani Mahama, promised Ghanaians that his government would go after people who took money from the nation’s purse for selfish reasons, people who embezzled funds, misappropriated funds, and all the other crimes against the state financially, by establishing a group called Operation Recover All Loot.

John Mahama won the elections because people needed accountability.
He established ORAL, which consists of MP for North Tongu and Minister for Foreign Affairs, Honorable Samuel Okudzeto Ablakwa as the Chairman, Former Auditor General, Mr. Daniel Domelovo, Retired Police Commissioner, COP Nathaniel Kofi Boakye, Private legal Practitioner and Investigative Journalist, Raymond Archer.

When this article was published, on Monday, October 13, 2025, the Attorney Genral of Ghana, Honorable Dominic Ayine, had sued the Former Deputy Executive Director of the National Service Authority with 5 counts.

- For stealing from the state contrary to section 124 (1) of the Criminal Offenses Act, 1960 (Act 29). Between February 2022 and March 2024, Gifty Oware dishonorably misappropriated ¢31,502,091.40 to Blocks of Life Consult for her own benefit.
- Willfully Causing Financial Loss to the State Section 179A (3)(a) of Criminal Offenses Act 1960 (Act 29). She willfully caused financial loss to the Republic of Ghana by transferring ¢31,502,091.40 to Blocks of Life Consult, which she owned, claiming to have supplies and goods on hire-purchase to National Service Personnel, of which she never did.
- Willfully Causing Financial Loss to the Republic contrary to Section 179A (3)(a) of the Criminal Offenses Act 1960 (Act 29).
- Using a Public Office for profit contrary to Section 179A (3)(a) of the Criminal Offenses Act 1960 (Act 29).
- Money Laundering Contrary to Section 1(2)(a)(i) of the Anti Money Laundering Act 2020, (Act 1044)

Between the years, she transferred this whopping amount to her own company. National Service Personnel across the country have embarked on a Series of Protests after working for months.
